[ Proclamation No. 89, August 10, 1966 ]

DECLARING THE FORMAL OPENING OF THE GOVERNMENTS’ AGRICULTURAL DEVELOPMENT PROGRAM.

WHEREAS, the Government through Republic Act No. 3844, otherwise known as the Agricultural Land Reform Code, has embarked on a program for the upliftment of the lot of our farmers and tenants through the abolition of the age-old tenancy institution, with its pernicious effects on the social order, and the establishment of an enlightened agricultural leasehold system that will lead to their eventual ownership of the land heretofore worked by them for the benefit of the landlords;

WHEREAS, the Government, as a complementary measure to land reform, has launched a massive irrigation and scientific farming program; and

WHEREAS, the various government agencies set up for the accomplishment of the above purposes have been organized and are now in operation;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby proclaim the formal opening of the Government’s Agricultural Development Program.1aшphi1
