[ Proclamation No. 7, January 29, 1966 ]

MAKING PUBLIC THE CONVENTION AGAINST DISCRIMINATION IN EDUCATION AND THE PROTOCOL INSTITUTING A CONCILIATION AND GOOD OFFICES COMMISSION TO BE RESPONSIBLE FOR SEEKING THE SETTLEMENT OF ANY DISPUTES WHICH MAY ARISE BETWEEN STATES PARTIES TO THE CONVENTION AGAINST DISCRIMINATION IN EDUCATION.

WHEREAS, the United Nations Educational, Scientific and Cultural Organization (UNESCO), at its eleventh session in Paris, France, adopted the Convention Against Discrimination in Education on December 14, 1960;

WHEREAS, a Protocol, instituting a conciliation and good offices commission to be responsible for seeking the settlement of any disputes which may arise between states parties to the Convention was adopted by the Organization on December 18, 1962;

WHEREAS, the Senate of the Philippines, by its Resolution No. 42 adopted on May 21, 1964, concurred in the acceptance of both the Convention and the Protocol in accordance with the Constitution;

WHEREAS, the Philippine Instrument of Acceptance of the Convention and the Protocol was deposited with the Director-General of the United Nations Educational, Scientific and Cultural Organization (UNESCO) on November 19, 1964; and

WHEREAS, in accordance with Article XIV of the Convention and Article XXIV of the Protocol, the said Convention and Protocol entered into force with respect to the Philippines on February 19, 1965;

NOW, THEREFORE, be it known that I, FERDINAND E. MARCOS, President of the Philippines, have caused the said Convention and Protocol, certified copies of which in the English text are hereto attached, to be made public to the end that the same and every article and clause thereof may be observed and fulfilled in good faith by the Republic of the Philippines and the citizens thereof.1aшphi1
