[ Proclamation No. 36, May 16, 1966 ]

AUTHORIZING THE FRIENDSHIP, INC., TO CONDUCT A NATIONAL EDUCATIONAL, MEMBERSHIP AND FUND DRIVE DURING THE PERIOD FROM MAY 15 TO AUGUST 15, 1966.

WHEREAS, the FRIENDSHIP, INC., is an organization devoted to the moral, educational, social and economic rehabilitation of former prisoners in order to make them useful, productive and respectable citizens once more;

WHEREAS, to carry out its objectives, among which are the establishment of vocational workshops, rehabilitation centers and self-sustaining industries for the social economic rehabilitation of prisoners, it needs public support; and

WHEREAS, it is a part of Christian charity and the avowed policy of the Administration to extend the benefits of social justice and enlarge the scope of better living among the citizens of the Republic to include repentant former prisoners who are in need of moral and material support in their desire to live again in the ways of peace and civilized society;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, by virtue of the authority vested in me by law, do hereby authorize the FRIENDSHIP, INC., to conduct a national, educational, membership and fund campaign from May 15 to August 15, 1966. I call upon all citizens and residents of the Philippines, irrespective of nationality, race or creed, to assist in this humanitarian effort by giving generously of their means so that the drive may be a success.
