[ Proclamation No. 2, January 12, 1966 ]

CALLING THE CONGRESS OF THE PHILIPPINES TO A SPECIAL SESSION.

WHEREAS, the public interest requires that the Congress of the Philippines be convened in a special session in order to consider urgent legislative measures;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby call the Congress of the Philippines to a special session for seven (7) days, or up to the opening of the regular session of Congress on January 24, 1966, commencing January 17, 1966, at ten o’clock in the morning, to consider the following subjects:

1. AN ACT TO DEVELOP THE RICE AND CORN INDUSTRIES TOWARDS THE LEVEL OF NATIONAL SELF-SUFFICIENCY AND LONG-RANGE STABILITY, PROVIDING FUNDS THEREFOR, AND FOR OTHER PURPOSES.

2. AN ACT AUTHORIZING THE PRESIDENT OF THE PHILIPPINES TO REORGANIZE WITHIN ONE YEAR THE DIFFERENT EXECUTIVE DEPARTMENTS, BUREAUS, OFFICES, AGENCIES AND INSTRUMENTALITIES OF THE GOVERNMENT, INCLUDING THE CORPORATIONS OWNED OR CONTROLLED BY IT.

3. AN ACT INCREASING THE PENALTIES FOR SMUGGLING, AMENDING FOR THIS PURPOSE CERTAIN PROVISIONS OF EXISTING LAWS AND PROVIDING REWARDS.

4. AN ACT TO FURTHER AMEND REPUBLIC ACT NUMBERED SIXTEEN, AS AMENDED, AUTHORIZING THE PRESIDENT OF THE PHILIPPINES TO INCUR OR GUARANTEE FOREIGN DEBTS IN BEHALF OF THE REPUBLIC FOR CERTAIN PURPOSES.

5. AN ACT TO AMEND SUBSECTIONS (A), (B), (D), (E), AND (H) OF SECTION 2 AND SECTIONS 3, 6, 12 AND 19 OF REPUBLIC ACT NUMBERED ONE THOUSAND SEVEN HUNDRED EIGHTY NINE AS AMENDED BY REPUBLIC ACTS NOS. TWO THOUSAND EIGHT HUNDRED ELEVEN AND THREE THOUSAND SEVENTY NINE, OTHERWISE KNOWN AS THE REPARATIONS LAW, SO AS TO AUTHORIZE THE UTILIZATION OF ALL REPARATIONS PAYMENTS BY THE GOVERNMENT.

6. Such other measures as may be submitted.
