[ Proclamation No. 28, April 23, 1966 ]

DECLARING THE PERIOD FROM THE FIRST MONDAY TO THE SUCCEEDING SUNDAY OF MAY OF EVERY YEAR AS NATIONAL TRAFFIC SAFETY WEEK AND THE MONDAY FOLLOWING AS SAFE DRIVING DAY (S-D DAY) AND CREATING A COMMITTEE TO TAKE CHARGE OF THEIR CELEBRATION.

WHEREAS, safe driving habits, strict enforcement of traffic and motor vehicle laws and regulations and a continuing educational campaign among drivers and the public in general can reduce unnecessary loss of lives and property resulting from traffic accidents every year; and

WHEREAS, it is desirable that the government and civic organizations concerned with traffic safety conduct an effective campaign for safe driving and pedestrian habits to reduce traffic accidents to a minimum;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby declare the period from the first Monday up to the succeeding Sunday of May of every year as National Traffic Safety Week and the Monday following as Safe Driving Day (S-D Day).

A committee is hereby created to take charge of celebration of National Traffic Safety Week and Safe Driving Day to be composed of the following:
