MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 495, November 18, 1965 ] DESIGNATING DECEMBER 5, 1965, AS THE DATE FOR THE FORMAL ORGANIZATION OF THE CITY OF PALAYAN. WHEREAS, Republic Act No. 4475 approved on June 19, 1965, created the City of Palayan; WHEREAS, Section 44 of said Act provides that the City of Palayan shall be organized on such a date as may be fixed by the President; NOW, THEREFORE, I, DIOSDADO MACAPAGAL, President of the Philippines, pursuant to the provisions of said Section 44 of Republic Act No. 4475, do hereby proclaim that the formal organization of the government of the City of Palayan shall take place on December 5, 1965.
