BY THE PRESIDENT OF THE PHILIPPINES

[ Proclamation No. 422, July 22, 1965 ]

DECLARING THE ORGANIZATION AND ELECTION OF THE MEMBERS OF THE PHILIPPINE PRESS COUNCIL PURSUANT TO REPUBLIC ACT NO. 4363.

WHEREAS, Section 3 of Republic Act No. 4363 provides that the Act shall take effect only if and when, within thirty days from its approval, the newspapermen in the Philippines shall organize and eject the members of a Philippine Press Council, a private agency of newspapermen whose function shall be to promulgate a Code of Ethics for them and the Philippine Press, investigate violations thereof, and censure any newspaperman or newspaper guilty of any violation of the said Code;

WHEREAS, Republic Act No. 4363 vests in the President of the Philippines the authority and obligation to ascertain and proclaim, the fact that the Philippine Press Council has been organized and its members have been duly elected in accordance therewith; and

WHEREAS, upon documents presented tome and verification of the contents, I find and have ascertained that the Philippine Press Council was in fact organized by the newspapermen of the Philippines on July 14, 1965, in accordance with and pursuant to Section 3 of Republic Act No. 4363 and the following elected as members:

Ex-Justice Alejo Labrador

Ex-Justice Pastor Endencia

Dr. Gloria Feliciano, director, U.P. Institute of Journalism and Mass Communications

Joaquin P. Roces, president, Philippine Newspaper Publishers Association and member of the executive bojard, International Press Institute

Nereo Andolong, president, National Press Club

Felix G. Gonzalez, editor, Manila Daily Bulletin;

NOW, THEREFORE, I, DIOSDADO MACAPAGAL, President of the Philippines, by virtue of the powers vested in me by Section 3 of Republic Act No. 4363, do hereby proclaim that the Philippine Press Council was organized and its members were duly elected within the period specified in said law.1aшphi1
