MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 348, January 8, 1965 ] MAKING PUBLIC THE CULTURAL AGREEMENT BETWEEN THE REPUBLIC OF THE PHILIPPINES AND PAKISTAN. WHEREAS, a Cultural Agreement between the Republic of the Philippines and Pakistan was concluded and signed by their respective plenipotentiaries at Rawalpindi, Pakistan, on August fifteenth, nineteen hundred and sixty-one; WHEREAS, the Senate of the Philippines, by its Resolution No. 40 adopted on May 21, 1964, concurred in the ratification of said Agreement in accordance with the Constitution; WHEREAS, the instruments of ratification of the said Agreement by the two Governments were exchanged at Manila on September twenty-ninth, nineteen hundred and sixty-four; and WHEREAS, it is stipulated in the Agreement that it shall enter into force fifteen days after the exchange of ratification in accordance with Article XII of the Agreement; NOW, THEREFORE, be it known that I, DIOSDADO MACAPAGAL, President of the Philippines, have caused the said Agreement, a certified copy of which in the English text is hereto attached, to be made public to the end that the same and every article and clause thereof may be observed and fulfilled with good faith by the Republic of the Philippines and citizens thereof.
