DECLARING MONDAY, SEPTEMBER 28, 1964, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF CAMARINES NORTE

WHEREAS, the late Wenceslao Q. Vinzons, former Delegate to the Constitutional Convection, former Governor and Representative of Camarines Norte, was one of our outsanding heroes in the last war; and

WHEREAS, the people of Camarines Norte should be given full opportunity to celebrate Vinzon’s birthday anniversary on September 28, 1964, with appropriate ceremonies;

NOW, THEREFORE, I, DIOSDADO MACAPAGAL, President of the Philippines, by virtue of the authority vested in me by section 30 of the Revised Administrative Code, do hereby declare Monday, September 28, 1964, as a special public holiday in the province of Camarines Norte.
