[ Proclamation No. 285, August 13, 1964 ]

DECLARING THE PERIOD FROM SEPTEMBER 12 TO 19 OF EVERY YEAR AS CIVIL SERVICE WEEK

WHEREAS, a strong civil service, based on the merit principle, is an essential factor in a stable, responsible and democratic government;

WHEREAS, the Philippine Civil Service was established by Public Act No. 5 enacted by the Second Philippine Commission on September 19, 1900;

WHEREAS, the passage of that Act led to the establishment of a merit system of employment in the Philippine Government;

WHEREAS, there is need to highlight the occasion with fitting activities to focus public attention on the significant role the civil service system plays in national development and to win support for programs for the maintenance of an honest, efficient, progressive and courteous civil service pursuant to the general purposes of the civil service law; and

WHEREAS, the anniversary of the Philippine civil service is an appropriate time to project the importance of the civil service in this country and to increase public knowledge and understanding of its importance in our system of self-government;

NOW, THEREFORE, I, DIOSDADO MACAPAGAL President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from September 12 to 19 of every year as Philippine Civil Service Week, and designate the Civil Service Commission to coordinate all activities in the observance thereof.

I hereby call upon all citizens and residents of this country as well as schools and other educational institutions, professional groups and civic organizations, the press, the radio, and all others interested in a sound and strong civil service system to extend their active support and participation in making the Week’s observance a success.

I also urge the heads of the various departments, agencies, and instrumentalities of the government, including government-owned or controlled corporations to hold appropriate programs and ceremonies during the week in honor of our civil servants throughout the country.1aшphi1
