DECLARING THE PERIOD FROM OCTOBER 4 TO 10, 1964, AS NATIONAL LETTER WRITING WEEK

WHEREAS, the exchange of letters is an effective means of strengthening the bonds that unite people together, the personal letter, next to an actual visit, being the most intimate means of communication with fellow human beings;

WHEREAS, letters bring tidings of sympathy and love, carry news and knowledge, promote culture, and are necessary instruments of trade and industry;

WHEREAS, letters can bring together people of similar interests, professions, business, and hobbies;

WHEREAS, letters between peoples of different nations promote goodwill and understanding; and

WHEREAS, it is fitting that a period be set aside concurrent with that established in other countries of the world during which the people’s attention may be drawn to the many values of letter-writing as a medium towards achieving lasting peace;

NOW, THEREFORE, I, DIOSDADO MACAPAGAL, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from October 4 to 10, 1964, as National Letter Writing Week under the auspices of the Secretary of Public Works and Communications. I urge all citizens and residents of this country, as well as all associations and organizations, to help commemorate the week by writing letters to their relatives and friends here and abroad, especially replying to correspondence which have remained unanswered for so long a time.
