MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 238, April 30, 1964 ] ESTABLISHING AS OLONGAPO WATERSHED FOREST RESERVE FOR WATERSHED, SOIL PROTECTION, AND TIMBER PRODUCTION CERTAIN PARCELS OF LAND OF THE PUBLIC DOMAIN SITUATED IN THE MUNICIPALITY OF OLONGA-PO, PROVINCE OF ZAMBALES Pursuant to the provisions of section 1826 of the Revised Administrative Code, as amended, I, DIOSDADO MACAPAGAL, President of the Philippines, do hereby withdraw from entry, sale, or settlement and establish as Olongapo Watershed Forest Reserve for watershed, soil protection, and timber production purposes, subject to private rights, if any there be, under the administration and control of the Director of Forestry, who shall have the authority, subject to forest laws and regulations, to regulate the use and occupancy of and the cutting, collection, and removal of timber and other forest products in the following parcels of land of the public domain situated in the municipality of Olongapo, province of Zambales, described in Bureau of Forestry Map, No. FR-132, to wit: Parcel I, Beginning at Point 1, marked on the accompanying map BF FR-132, a point on the Municipal Boundary of Subic and Olongapo, Zambales. All clothing materials needed by all departments, bureaus, offices, agencies, instrumentalities and political subdivisions of the Government, including the corporations owned and controlled by the Government, the Armed Forces, Governmnt hospitals, and public educational institutions shall be purchased through public bidding, from local textile mills, whenever available. 2.
