[ PROCLAMATION NO. 176, October 21, 1963 ]

DECLARING THE THIRD WEEK OF OCTOBER OF EVERY YEAR AS FISH CONSERVATION WEEK

WHEREAS, the diet of the masses of our people is deficient in protein;

WHEREAS, fish is one of the cheapest sources of this vital substance;

WHEREAS, the Philippines can be self-sufficient in fish if our fishery resources are properly developed and exploited and illegal fishing stopped; and.

WHEREAS, it has become necessary that the people must be shown the importance of fish and other aquatic products to their well-being and to the economy of the country;

NOW, THEREFORE, I, DIOSDADO MACAPAGAL, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the third week of October of every year as Fish Conservation Week to be observed throughout the country in the manner that the following Committees shall deem proper and fitting:

National Committee
1. The Secretary of Agriculture and Natural Resources Chairman
2. The Secretary of Education Member
3. The Secretary of National Defense Member
4. The Executive Secretary Member
5. The President, National Federation of Women’s Clubs Member
6. The Chief Scout Executive, Girl Scouts of the Philippines Member
7. A private citizen to be appointed by the President Member
8. The Commissioner of Fisheries Executive Officer
Provincial Committee
1. Provincial Governor Chairman
2. Fisheries Regional Director, or District Fishery Officer, or Office in Charge of Sub-station or Fish Farm Executive Officer
3. Division Superintendent of Schools Member
4. Provincial Agricultural Supervisor Member
5. Municipal Mayor of Provincial Capital Member
6. A private citizen to be appointed by the Chairman Member
Chartered City Committee
1. City Mayor Chairman
2. Fisheries Regional Director of District Fishery Officer or Office in Charge of Sub-station or Fish Farm Executive Officer
3. Supervising Teacher or Principal Teacher Member
4. Local Agronomist Member
5. A private citizen to be appointed by the Chairman Member
Municipal Committee
1. Municipal Mayor Chairman
2. Fisheries Regional Director of District Fishery Officer or Office in Charge of Sub-station or Fish Farm Executive Officer
3. Supervising Teacher or Principal Teacher Member
4. Municipal Agricultural Supervisor Member
5. A private citizen to be appointed by the Chairman Member

(Where there is no fishery officer in the locality, the Chairman of the Committee shall appoint the Executive Officer thereof).

The above Committees are hereby empowered to appoint such sub-committee as may be necessary to carry into effect the objectives of this proclamation.

Proclamation No. 101, dated October 26, 1948, as amended, is hereby revoked.1âшphi1
