[ PROCLAMATION NO. 155, September 02, 1963 ]

DESIGNATING THE SECOND WEEK OF OCTOBER OF EVERY YEAR AS COURTESY WEEK

WHEREAS, Republic Act No. 2260, otherwise known as the Civil Service Act of 1959, lays emphasis on a civil service that is honest, efficient, progressive, and courteous;

WHEREAS, much criticism has been heaped upon the public service for acts of discourtesy committed by some government officials and employees;

WHEREAS, an isolated case of discourtesy reflects adversely on the entire government service; and

WHEREAS, a week dedicated to courtesy would project its importance and reorient government employees to this indispensable attribute of public service;

NOW, THEREFORE, I, DIOSDADO MACAPAGAL, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the second week of October of every year as Courtesy Week, and designate the Civil Service Commission to coordinate and take charge of the occasion.

I hereby call upon all government officials and employees and leaders of private business and industry; professional management and public administration specialists; government, professional, civic, cultural, religious, and educational associations and organizations; the press, the radio, and all others interested in promoting a courteous civil service to extend their cooperation, active support, and participation in making this annual event a success.1âшphi1

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
