MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Proclamation No. 805, November 20, 1961 ] DECLARING THE PERIOD FROM DECEMBER 10 TO 16, 1961, AS GOVERNMENT EMPLOYEES’ WEEK WHEREAS, it is necessary that government employees be encouraged to achieve greater efficiency in the public service; WHEREAS, the attainment of this objective demands that public attention be focused on the invaluable services rendered by government employees; NOW, THEREFORE, I, Carlos P. Garcia, President of the Philippines, do hereby declare the period from December 10 to 16, 1961, as Government Employees’ Week. I call upon all citizens and residents of the Philippines as well as all schools and civic organizations to turn their thoughts to the honest, loyal, and devoted government employees in grateful appreciation of the services rendered by them.1aшphi1 The Week should likewise be devoted to the attainment of maximum service efficiency and the highest degree of harmony and cooperation between the public and the employees.
