DECLARING MONDAY, OCTOBER 2, 1961, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCES OF BATANGAS AND QUEZON
WHEREAS, the first death anniversary of the late Senator Claro M. Recto, President of the Philippine Constitutional Convention, patriot, statesman, jurist, and man of letters, falls on October 2, 1961;
WHEREAS, it is advisable that at least the people of Batangas and Quezon be given full opportunity to observe the event with appropriate ceremonies;
NOW, THEREFORE, I, Carlos P. Garcia, President of the Philippines, by virtue of the authority vested in me by section 30 of the Revised Administrative Code, do hereby declare Monday, October 2, 1961, as a special public holiday in the provinces of Batangas and Quezon.
