[ Proclamation No. 789, September 25, 1961 ]

DECLARING THURSDAY, SEPTEMBER 28, 1961, AS A SPECIAL PUBLIC HOLIDAY IN THE PROVINCE OF CAMARINES NORTE

WHEREAS, the late Wenceslao Q. Vinzons, former delegate to the Constitutional Convention, former governor and representative of Camarines Norte, was one of our outstanding heroes in the last war;

WHEREAS, the people of Camarines Norte desire that they be afforded full opportunity to celebrate Vinzons’ birthday anniversary on September 28, 1961, with appropriate ceremonies;

NOW, THEREFORE, I, Carlos P. Garcia, President of the Philippines, by virtue of the authority vested in me by section 30 of the Revised Administrative Code, do hereby declare Thursday, September 28, 1961, as a special public holiday in the province of Camarines Norte.
