FIXING A MAXIMUM PRICE FOR RICE AND CORN AND ENJOINING ALL RETAILERS TO OBSERVE THE SAME

In view of the inordinate rise in the price of rice notwithstanding the availability of adequate supply thereof, and so as to insure an equitable and just distribution of said commodity that will enable the masses of our people who are the end-users to procure their minimum daily needs, I, Carlos P. Garcia, President of the Philippines, by virtue of the powers vested in me by law and in pursuance of my constitutional power as the Executive who is’ charged with the duty to execute the laws, do justice to every man, and consecrate myself to the service of the nation, do hereby announce that the maximum price at which rice shall be sold to the consuming public by any person, whether as a NAMARCO retailer or as a private retailer dealing in NARIC rice or rice from any private sources, shall be one peso and twenty centavos ('1.20) per ganta until October 31, 1961.1aшphi1

I hereby enjoin all law-enforcing agencies of the Government, particularly the Philippine Constabulary and the police forces of chartered cities and municipalities of the Philippines, to see to it that this ceiling price is duly observed and that each deserving family head is afforded the chance to purchase rice at said price for the absolute needs of his family. Persons selling rice in violation of the ceiling price herein fixed shall incur the corresponding liability and shall be dealt with according to law.
