DESIGNATING THE PERIOD FROM NOVEMBER 15 TO DECEMBER 31, 1961, AS THE PERIOD FOR THE NATIONAL FUND CAMPAIGN OF THE GIRL SCOUTS OF THE PHILIPPINES IN PLACES OUTSIDE OF GREATER MANILA

WHEREAS, the Girl Scouts of the Philippines has continually served the nation through its program of character building and citizenship training;

WHEREAS, the Girl Scouting Movement is one of the most effective deterrents to juvenile delinquency;

WHEREAS, the said organization, in successfully hostessing a Girl Scout world gathering and taking part in international events abroad, brings prestige not only to the local Girl Scout Movement but to the country as a whole;

WHEREAS, the Movement of Girl Scouting in the Philippines aims to bring within its fold all the girls of scout age in the country between the ages of 7 and 18, estimated at 2,500,000, of whom only 103,360 are at present registered members;

WHEREAS, the above expansion will necessitate extending the benefits of Girl Scouting to the out-of-school girls from the slum as well as the rural areas of the country, aside from the cities and towns where a majority of the girl: scout population is presently centered;

WHEREAS, such expansion will take the form also of extending Girl Scouting to the handicapped girls in the country—the deaf and blind, the dumb, the mentally retarded, the leprous, as a means towards their rehabilitation;

WHEREAS, to meet great need for trained leadership to accommodate these girls, the organization aims to implement further the intensive five-year training program launched three years ago, which calls for regional training centers and international opportunities for key local and national workers;

WHEREAS, the organization and its local branches are therefore in need of funds to finance all the above projects, to maintain its standard of work, and to carry en with a quality program of activities such as it has consistently done in the past; to meet its obligations locally and internationally; and to enable it as a movement to participate actively as a member of the World Association of Girl Guides and Girl Scouts;

NOW, THEREFORE, I, Carlos P. Garcia, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Girl Scouts of the Philippines to conduct a national fund drive during the period from November 15 to December 31, 1961, in the province and territories outside of Greater Manila. I call upon all citizens and residents of the Philippines outside of Greater Manila to assist wholeheartedly in this campaign to give their utmost support so that the Girl Scouts of the Philippines may be assured of adequate funds with which to carry on its work. I authorize all treasurers and enginee sorf provincial, city, and municipal governments, as well as school officials and teachers to accept, for the Girl Scouts of the Philippines, fund raising responsibilities, and urge them to give actual support and leadership in their respective communities.1aшphi1
