DECLARING THE PERIOD FROM JANUARY 30 TO FEBRUARY 4, 1961, AS “AID TO THE BLIND AND HANDICAPPED WEEK”

WHEREAS, section 10 (a) of Republic Act No. 1179 authorizes the President of the Philippines to set aside an annual fund-raising week to be known as “Aid to the Blind and Handicapped Week,” the money realized therefrom to constitute a trust fund called the “Blind and Handicapped Fund” under the control and administration of the Social Welfare Administrator;

NOW, THEREFORE, I, Carlos P. Garcia, President of the Philippines, do hereby declare the period from January 30 to February 4, 1961, as “Aid to the Blind and Handicapped Week,” during which the Social Welfare Administration shall conduct a campaign for funds for the blind and other handicapped persons.

I call upon all citizens and residents of this country, as well as all civic-spirited organizations and associations, to support this campaign.1aшphi1
