[ PROCLAMATION NO. 101, October 26, 1948 ]

DECLARING THE LAST SATURDAY OF OCTOBER OF EACH YEAR AS FISH CONSERVATION DAY AND CREATING COMMITTEES FOR THE PURPOSE.

WHEREAS, man is largely dependent upon fish and other aquatic products for protein food, medicine and other necessities of life, but considerable fish and other aquatic animals are wantonly destroyed by thoughtless and unscrupulous fishermen through the use of explosives and poisons in fishing;

WHEREAS, it is important to set aside a day of each year so that through appropriate ceremonies, the people’s attention could be drawn to the importance of fish and other aquatic animals in their everyday life and their interest awakened; and

WHEREAS, it is necessary to inculcate in the minds of our people the need of conserving the fish supply and other aquatic resources through wise utilization thereof;

NOW, THEREFORE, I, ELPIDIO QUIRINO, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim the last Saturday of October of each year as Fish Conservation Day, to be observed in schools and elsewhere with appropriate ceremonies.1âшphi1

The following Committees are hereby created to take charge of the observance of Fish Conservation Day:

NATIONAL COMMITTEE

1. Secretary of Agriculture and Natural Resources Chairman
2. Secretary of Education Member
3. Director of Fisheries Executive Officer
4. Chief Scout Executive, Boy Scouts of the Philippines Member
5. A private citizen to be appointed by the President Member

PROVINCIAL COMMITTEE

1. Provincial Governor Chairman
2. District Fishery or Local Fishery Officer Executive Officer
3. Division Superintendent of Schools Member
4. Provincial Agricultural Supervisor Member
5. Municipal Mayor of Provincial Capital Member
6. A private citizen to be appointed by the Chairman Member

CHARTERED CITY COMMITTEE

1. City Mayor Chairman
2. District Fishery or Local Fishery Officer Executive Officer
3. Supervising Teacher or Principal Teacher Member
4. Local Agronomist Member
5. A private citizen to be appointed by the Chairman Member

MUNICIPAL COMMITTEE

1. Municipal Mayor Chairman
2. Local Fishery Officer Executive Officer
3. Supervising Teacher or Principal Teacher Member
4. Municipal Agricultural Supervisor Member
5. A private citizen to be appointed by the Chairman Member

(Where there is no Fishery Officer in the locality, the Chairman of the Committee shall appoint the Executive Officer thereof.)

The above Committees are hereby empowered to appoint such sub-committees as may be necessary to carry into effect the objectives of this proclamation.
