[ PROCLAMATION NO. 21, November 13, 1945 ]

DECLARING THURSDAY, NOVEMBER 15, 1945, AS A SPECIAL PUBLIC HOLIDAY

WHEREAS, November 15, 1945, marks the tenth anniversary of the establishment of the Commonwealth of the Philippines;

WHEREAS, it is fitting and proper that this event, which constitutes one of the most important milestones in their struggle for freedom, should be celebrated by the people of the Philippines as marking their last step forward to national sovereignty;

WHEREAS, it is desired that the officials and employees of the Government, as well as the general public should have time to celebrate this happy occasion and to ponder upon its significance;

NOW, THEREFORE, I, SERGIO OSMEŅA, President of the Philippines, pursuant to the provisions of Section thirty of the Revised Administrative Code, do hereby declare Thursday, November 15, 1945, as a special public holiday.1âшphi1

Done at the City of Washington, District of Columbia, United States of America (for the City of Manila, Philippines), this 13th day of November, in the year of Our Lord, nineteen hundred and forty-five, and of the Commonwealth of the Philippines, the tenth.
