[ Proclamation No. 803, December 29, 1941 ]

CALLING OFF THE SPECIAL SESSION OF THE CONGRESS OF THE PHILIPPINES SET FOR DECEMBER 30, 1941

WHEREAS, the Congress of the Philippines has been called in special session commencing on the 30th day of December 1941, under Proclamation No. 801, dated December 23, 1941;

WHEREAS, the Commonwealth Government has been transferred from the City of Manila in view of the fact that it has been declared an open city by the Commanding General of the United States Army Forces of the Far East; and

WHEREAS, in view of the changing conditions under the present emergency, it has not been possible to determine where the seat of the National Government may be located on the date set for the special session of Congress;

NOW, THEREFORE, I, MANUEL L. QUEZON, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby call off the special session of the Congress of the Philippines set for December 30, 1941, under Proclamation No. 801, dated December 23, 1941.
