EXCLUDING PROM THE OPERATION OF FORESTRY ADMINISTRATIVE ORDER UNNUMBERED, DATED OCTOBER 28, 1913, AS AMENDED, BY FORESTRY ADMINISTRATIVE ORDER ALSO UNNUMBERED DATED OCTOBER 9, 1928, AND OPENING TO DISPOSITION UNDER THE PROVISIONS OF COMMONWEALTH ACT NO. 137, A PARCEL OF LAND SITUATED IN THE BARRIO OF PANTALAN. MUNICIPALITY OF JOSE PANGAัIBAN, PROVINCE OF CAMARINES NORTE, ISLAND OF LUZON, PHILIPPINES.
WHEREAS, a petition has been filed for the release of certain mining claims located in the barrio of Pantalan, municipality of Jose Panga๑iban, province of Camarines Norte, from Communal Forest Parcel I-Amd.1 of Jose Pa๑ganiban, Camarines Norte, established under Forestry Administrative Order unnumbered, dated October 28, 1913, as amended by Forestry Administrative Order unnumbered, dated October 9, 1928;
WHEREAS, according to the findings of the Director of Mines, concurred in by the Secretary of Agriculture and Commerce, the land embraced in said mining claims included in Communal Forest Parcel I-Amd.1 of Jose, Pa๑ganiban Camarines Norte, appears to be mineralized;
WHEREAS, under the provision of section fourteen of Commonwealth Act Numbered One hundred and thirty-seven, otherwise known as the Mining Act, lands within reservations for purposes other than mining, which, after such reservation is made, are found to be more valuable for their mineral contents than for the purpose for which the reservation was made, may be withdrawn from such reservation by the President of the Philippines only with the concurrence of the National Assembly;
NOW, THEREFORE, I, MANUEL L. QUEZON, President of the Philippines, by virtue of the powers vested in me by law, do hereby exclude from the operation of Forestry Administrative Order unnumbered, dated October 28, 1913, as amended by Forestry Administrative Order unnumbered, dated October 9, 1928, the following parcel of land situated in the barrio of Pantalan, municipality of Jose Pa๑ganiban, province of Camarines Norte, island of Luzon, and described on plan No. Mso-16, to wit:

Situated in the Barrio of Pantalan, 1 Municipalit of Jose Pa๑ganiban, Province of Camarines Norte, Island of Luzon.

The rights and privileges granted to and enjoyed by the residents of the Municipality of Jose Panga๑iban, Province of Camarines Norte, under the orders establishing and amending Communal Forest Parcel I-Amd.1 of said municipality are henceforth continued and respected; and any time the said parcel of land shall be abandoned for mining purposes, the same shall revert to as part of Communal Forest Parcel I-Amd.1 of Jose Panga๑iban, Camarines Norte.
This proclamation shall not take effect until it is concurred in by a resolution of the National Assembly or the Congress of the Philippines, as the case may be, duly adopted for the purpose.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines, to be affixed.
