BY THE PRESIDENT OF THE PHILIPPINES

[ Proclamation No. 788, December 10, 1941 ]

CALLING THE NATIONAL ASSEMBLY IN SPECIAL SESSION

Whereas by resolution of the Congress of the United States a state of war has been declared to exist between the United States and the Imperial Japanese Government; and

Whereas the public interest requires that the National Assembly be convened in special session to adopt such measures as may be necessary to meet the existing emergency;

Now, therefore, I, MANUEL L. QUEZON, President of the Philippines, by virtue of the powers vested in me by the Constitution, do hereby call the National Assembly in special session commencing on the eleventh day of December, nineteen hundred and forty-one, at four o’clock in the afternoon, for the purpose of considering such measures as may be submitted from time to time by the President.

All persons entitled to act as members of the Second National Assembly are required to take notice of this Proclamation.1aшphi1

In witness whereof, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.
