Proclamation No. 418

REDUCING DURING A CERTAIN PERIOD THE IMPORT DUTY ON HUSKED NON-GLUTINOUS RICE FROM 5 TO 4 CENTAVOS PER KILO.

Having found after due investigation that, because of the crop shortage, the prevailing price of native rice has risen to higher levels which, if not checked at once, may bring distress to the people; and considering that a reasonable reduction in the duty now being levied on imported rice will make it possible to control the price of rice within reasonable levels, without harming the interests of palay producers; and as such a reduction will redound to the benefit of the public, particularly the consumers, I, Manuel L. Quezon, President of the Philippines, by virtue of the powers conferred upon me by the Constitution and by section three of Act Numbered Thirty-nine hundred and eighteen entitled "An Act amending paragraphs two hundred and fifteen and two hundred and seventeen of the Act of Congress of August fifth, nineteen hundred and nine," and upon recommendation of the Secretary of Finance, do hereby reduce the import duty on rice to two dollars (four pesos) for every one hundred kilos, gross weight, of husked non-glutinous rice, effective on the date of this proclamation up to July fourteenth, nineteen hundred and thirty-nine.

In witness whereof, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.
