Proclamation No. 405

EXPRESSING THE THANKS AND APPRECIATION OF THE COMMONWEALTH GOVERNMENT AND OF THE FILIPINO PEOPLE TO EVERY PARTICIPANT IN THE RECENT ARMY MOBILIZATION.

Whereas the first training mobilization of the Philippine Army has just been completed with a record of success that evidences the growing efficiency of the Army and inspires increased public confidence in the soldierly virtues of our trained reservists;

Whereas the mobilization which initiated integration of the Class of Nineteen hundred and thirty-seven into the fighting units known as divisions marked the beginning of the second distinct phase of the military evolution of our national defense; and

Whereas the twenty-five thousand reservists that answered the Government’s call did so without financial inducement or reward and without regard for personal sacrifice, thus demonstrating again their instant readiness to cooperate with the Government in the attainment of the ultimate objectives of our defense program, a national future of strength and security, and setting before the Filipino people a shining example of stalwart patriotism and devotion to duty;

Now, therefore, I, Manuel L. Quezon, President of the Philippines, do hereby express and proclaim to every participant in that mobilization the thanks and appreciation of the Commonwealth Government and of the Filipino people.

I hereby direct that a copy of this proclamation be furnished by the Chief of Staff of the Philippine Army to every individual who participated honorably in the mobilization of May fourth to May thirteenth, nineteen hundred and thirty-nine

In witness whereof, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.
