Proclamation No. 402

SETTING ASIDE A SPECIAL DAY IN EACH COMMUNITY FOR THE CELEBRATION OF RICE PLANTING DAY

By virtue of the powers vested in me by law, I, Manuel L. Quezon, President of the Philippines, do hereby order all municipal councils to set aside one day during the rice planting season in each community, the same to be designated as Rice Planting Day, and enjoin all the inhabitants of the localities concerned to observe this day with appropriate ceremonies and festivities.

It is fitting that a day be set aside each year for the purpose of focusing the attention of the Filipino people on the importance of rice production and the need of making the country self-sufficient in that article of prime necessity. It should also serve to add dignity to labor on the fields, to stimulate interest in agriculture, and to have a better understanding of our agrarian problems.

Moreover, it is in keeping with our traditions that we have a special day to invoke the bounty and the goodness of Divine Providence in order that we may be blessed with those climatic and other conditions that should result in a fruitful and abundant harvest.

Provincial and municipal officials as well as teachers and other school authorities are hereby instructed to participate actively and to lend their cooperation in the celebration of Rice Planting Day.

In witness whereof, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.
