Proclamation No. 54

ESTABLISHING AND DESIGNATING AS LIBERTAD SPRING FOREST RESERVE FOR CONSERVING AND REGULATING THE WATER OF LIBERTAD SPRING, THE PARCEL OF THE PUBLIC DOMAIN, SITUATED IN THE MUNICIPALITIES OF INITAO AND CAGAYAN, PROVINCE OF MISAMIS ORIENTAL, ISLAND OF MINDANAO.

Upon the recommendation of the Director of Forestry, approved by the Secretary of Agriculture and Commerce, and pursuant to the provisions of section eighteen hundred and twenty-six of Act Numbered Twenty-seven hundred and eleven, known as the Revised Administrative Code, I, Manuel L. Quezon, President of the Philippines, hereby establish the Libertad Spring Forest Reserve, and place it under the administration and control of the Bureau of Forestry, which shall have the authority to regulate the cutting, collection and removal of timber and other forest products therein in accordance with the Forest Law and regulations for the purpose of conserving and regulating water, subject to private rights, if any there be, and to any and all rights and privileges of exploration, occupation, purchase or otherwise granted or reserved to citizens by provisions of the Act of Congress of July first, nineteen hundred and two known as the Philippine Bill. The conservation of the water being of primary importance, all other uses of the forest are subordinated to that purpose.

I, therefore, withdraw from sale or settlement, except as permitted or provided for in the aforesaid Act of Congress of July first, nineteen hundred and two, and hereby declare and proclaim to be the Libertad Spring Forest Reserve that portion of the public domain, situated in the Municipalities of Initao and Cagayan, Province of Misamis Oriental, Island of Mindanao, and described in the Bureau of Forestry map No. F. R.-65, to wit:

Beginning at point marked 1 on Bureau of Forestry map No. F. R.-65, a pagatpat tree, 60 cm. diameter, marked 2252/5, at the edge of swamp and cultivation, which is N. 19ْ W., about 200 meters from barrio Libertad, municipalityof Initao, Misamis Oriental; thence S. 48ْ W., 300 meters to point 2, a bacauan tree, 10 cm. diameter, marked 2252/6, at the edge of swamp and cultivation; thence S. 5ْ W., 255 meters to point 3, an api-api tree, 50 cm. diameter, marked 2252/7, at the edge of swamp and cultivation; thence S. 52ْ W., 90 meters to point 4, an api-api tree, 50 cm. diameter, marked 2119/2, at the edge of swamp and cultivation; thence S. 36ْ W., 180 meters to point 6, a coconut tree, 30 cm. diameter, identical to corner 1, Fp. 1661 of Mrs. R. P. Codilla; thence S. 62ْ W., 165 meters to point 7, a piagao tree, 5 cm. diameter, identical to corner 2, Fp. 1661 of Mrs. R. P. Codilla; thence S. 36 W., 140 meters to point 8, a lipata tree, 20 cm. diameter, marked F. Z. 393/4, identical to corner 2-g, block I of Initao land classification, Misamis Oriental project No. 10; thence S. 70ْ W., 240 meters to point 9, a balocbaloc tree, 30 cm. diameter, marked 2253/4, at the edge of swamp and cultivation; thence N. 62ْ W., 70 meters to point 10, a point marked 2253/5, at the edge of swamp on seacoast; thence following seacoast in a general northeasterly direction about 3,000 meters to point 11, a pagatpat tree, 40 cm. diameter, marked F. Z. 392/15, identical to corner 176-c, block I of Cagayan land classification, Misamis Oriental project No. 8; thence S. 35 W., 175 meters to point 13, a lipata tree, 20 cm. diameter, marked F. Z. 392/13, identical to corner 176-c, block 1 of Cagayan land classification, Misamis Oriental project No. 8; thence S. 72 W., 430 meters to point 14, a dungonlate tree, 40 cm. diameter, marked F. Z. 392/2, identical to corner 176-b, block I of Cagayan land classification, Misamis Oriental project No. 8; thence S. 38 W., 80 meters to point 15, a lipata tree, 10 cm. diameter, marked 2252/2, at the edge of swamp and cultivation; thence S. 63 W., 245 meters to point 16, a lipata tree, 30 cm. diameter, marked 2252/3, at the edge of swamp and cultivation; thence S. 66 W., 110 meters to point 17, a point on bank of Taytayan Creek; thence S. 66 W., 100 meters to point 18, a Terminalia Sp., 30 cm. diameter, marked 2252/4, at the edge of swamp and cultivation; and thence S. 62 W., 230 meters to point 1 the point of beginning.

Corners 1-5, 9, 15, 16, and 18 were marked with the Bureau of Forestry official marking hatchet No. 227; and corners 8 and 11-14 were marked with the Bureau of Forestry official marking hatchet No. 309.

Containing an area of 52 hectares, more or less.
