RE-ESTABLISHING AND RE-ACTIVATING THE OFFICE OF THE PRESIDENT COORDINATING CENTER (OPCC) FOR THE OFFICIAL VISIT TO DAKAR, SENEGAL

WHEREAS, the OPCC was established as an ad-hoc body in the Office of the President to provide timely information to the President on evolving critical issues and developments during the period of the Presidents conduct of foreign visits;

WHEREAS, the OPCC was initially activated on 24-hour operation during the state visit to Kuala Lumpur, Malaysia on 26-30 January 1993 and was last reactivated during the Presidents visit to the USA on April 1998;

WHEREAS, there is a need to establish a high level monitoring and reporting system that will cover all sectors and issues nationwide during the Foreign Visit of the President to Dakar, Senegal;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby re-establish and re-activate the operation of the Office of the President Coordinating Center during the Visit to Dakar, Senegal on 15-19 June 1998.

Section 1. OPCC SET-UP. The OPCC shall be re-activated from 150800H June 1998 to 192400H June 1998.

Section 2. OPCC STRUCTURE. Pursuant to the previous structure, the OPCC shall be composed of the following:

a. Executive Committee. The OPCC Executive Committee shall be composed of the Executive Secretary as Chairman, with the Secretaries of National Defense, and Interior and Local Government as Vice-Chairmen, and the following as Members: National Security Adviser, Chief Presidential Legal Counsel, Head of the Presidential Management Staff, the Press Secretary, and three (3) representatives of the Vice President/President-Elect.

b. Participating Agencies. The participating agencies are categorized as follows:

1) Expanded Task Force (TF) Lily composed of the DA/NIA, SRA, DILG/PNP, DFA, DND, DOF/BIR, DOJ/NBI, DOE/NPC/NEA, DOTC, DPWH/MWSS, DOLE/OWWA, DTI, MMDA, OPS, OP [Legal, PACE, OES], NICA, Mt. Pinatubo Commission, and PAs for Political Affairs, Military Affairs, and Legislative Liaison;

2) Counterpart Coordinating Center in all Departments and Agencies, including Government-Owned and Controlled Corporation not included in the Expanded TF Lily;

3) Regional Coordinating Centers in all regions and composed of all regional government offices chaired by the Regional Director, PNP;

4) OPCC Support Groups:

a) Media Support Group composed of the OPS as lead agency, PR groups of government agencies including GOCCs and other outfits involved in media and communications;

b) OPCC Secretariat manned by the PMS; and

c) Regional Coordinating Center Secretariat to be manned by PNP Regional staff.

Section 3. OPCC SUPERVISION. The OPCC operation shall be chaired by the Executive Secretary who shall report directly to the President and the Vice-President.1aшphi1

Section 4. CLEARING HOUSE. All other reports for the President and the Vice-President from departments, agencies government-owned and controlled corporations, and other entities shall be coursed through the OPCC Secretariat which shall also serve as the clearinghouse therefor.

Section 5. FUNDING SUPPORT. The OP-Finance will provide the necessary funding for the regular operations of OPCC.

Section 6. TERMINAL REPORT. The OPCC Chairman will submit a terminal report to the President and the Vice President upon closure of OPCC operations which will include: major developments during the OPCC and other major events after the last OPCC bulletin (if any); an overall assessment of the operation; and, the participation of all involved agencies.

Section 7. EFFECTIVITY. This memorandum shall take effect immediately and shall remain in effect until 192400H June 1998.
