[ Memorandum Order No. 241, November 28, 1994 ]

AUTHORIZING THE DEPARTMENT OF TRADE AND INDUSTRY TO EFFECT A CONTINUOUS SYSTEM OF RECRUITMENT FOR TRADE SERVICE OFFICERS AND TRADE SERVICE STAFF OFFICERS AND TO ISSUE THE NECESSARY RULES AND REGULATIONS TO IMPLEMENT THE SAME

WHEREAS, Executive Order No. 540 (1979), created and professionalized the Foreign Trade Service Corps and Executive Order No. 292 (1987) reiterated the purpose and rationale of the Corps in international trade relations;

WHEREAS, there is a need for the continuous recruitment, selection, appointment and assignment of qualified and capable individuals to the Foreign Trade Service Corps so as to participate in the overall drive for the sustained expansion of our exports and investments;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order the following:

Section 1. The Department of Trade and Industry shall implement a program for the continuous system of recruitment, selection, appointment and assignment of qualified and capable individuals as Trade Service Officers and Trade Service Staff Officers of the Foreign Service Corps, including the conduct of continuous examinations for this purpose.

Section 2. The Department of Trade and Industry, in consultation with the Civil Service Commission, shall issue the necessary rules and regulations to implement the foregoing.

Section 3. This Memorandum Order supersedes all orders, instructions and issuances, or portions thereof, inconsistent herewith.ℒαwρhi৷
