CREATING AN INTER-AGENCY EXECUTIVE COMMITTEE TO RESOLVE THE HOUSING PROBLEM OF THE URBAN POOR FAMILIES OCCUPYING THE AIR TRANSPORTATION OFFICE (ATO) PROPERTY KNOWN AS THE ANTENNA FARM AT CAA/BARANGAY B. F. LAS PIÑAS, AND TO IDENTIFY OTHER APPROPRIATE LAND USES OF THE SAME PROPERTY FOR DEVELOPMENT PURPOSES

WHEREAS, the Air Transportation Office (ATO) is the registered owner of a forty-seven (47.0) hectare, more or less, property situated at CAA/Bgy. Las Piñas, Metro Manila, which is being used as receiver site;

WHEREAS, there is a continuing influx of squatters to the property who are endangering themselves with the existence of antenna towers within portions of the property;

WHEREAS, Republic Act (R.A.) 7279 or the Urban Development and Housing Act provides that government owned lands which have remained idle for the past ten (10) years from the effectivity of RA 7279 shall be developed for socialized housing;

WHEREAS, R.A. 7279 provides a comprehensive and continuing urban development and housing program to be undertaken by the government covering all lands;

WHEREAS, the resolution of housing problems and the total development of the ATO property requires the coordinated efforts of the Housing and Urban Development Coordinating Council (HUDCC), Air Transportation Office (ATO), Municipal Government of Las Piñas (MGLP), National Housing Authority (NHA), and the Presidential Commission for the Urban Poor (PCUP), to ensure effective and efficient planning and implementation.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution and by law, do hereby order and direct:

Section 1. Creation of the Inter-Agency Executive Committee (ECATO). There is hereby created an Inter-Agency Executive Committee which shall be chaired by the Housing and Urban Development Coordinating Council and Co-Chaired by the Air Transportation Office. Its members shall come from the following agencies:

a. National Housing Authority;

b. Municipal Government of Las Piñas; and,

c. Presidential Commission for the Urban Poor.

Section 2. Powers and Functions of the Executive Committee. The Committee shall have the following powers and functions:

a. Set the direction and formulate the policies/guidelines for project development and implementation;

b. Identify possible sources of funds to facilitate the development of the area;

c. Oversee the preparation of a development plan for the area and ensure its implementation;

d. Set the criteria for beneficiary selection and qualification;

e. Submit to the President, for approval, the Master Development Plan for the ATO property in Las Piñas and consequently, upon implementation of the Plan, submit semi-annual status reports on project implementation; and,

f. Define the functions and responsibilities of the participating agencies.

Section 3. Creation of the Technical Working Group. A Technical Working Group (TWG) is also hereby created which shall formulate the development plan for the area and which shall extend technical assistance and other support to the ECATO. The Technical Group shall be composed the following:

a. Air Transportation Office, Chairman

b. Municipal Government of Las Piñas, Co-Chairman

c. Housing and Urban Development Coordinating Council, Member

d. National Housing Authority, Member

e. Presidential Commission for the Urban Poor, Member

Section 4. Project Administrator. — The National Housing Authority shall serve as the Project Administrator to operationalize and implement the development plans and programs set forth by the ECATO.1aшphi1

Section 5. Repealing Clause. All previous orders and laws inconsistent herewith are hereby repealed or modified accordingly.1aшphi1

Section 6. Effectivity. This Administrative Order shall take effect immediately.
