[ Memorandum Order No. 224, August 5, 1994 ]

CREATING A COMMITTEE TO INVESTIGATE THE LIPA CITY MARKET PROJECT

A Committee is hereby created to investigate the reported irregularities in the Lipa City Market Project including the alleged highly disadvantageous loan agreement entered into by Lipa City with the Philippine National Bank for the financing thereof, to be composed of the following:

1 Representative from the Office of the President
Chairman
2 Representative from the Department of the Interior and Local Government Member
3 Representative from the Department of Justice Member

The respective head of the above offices shall designate their representatives to the Committee.

The Committee is hereby authorized to summon witnesses, administer oaths, or take testimony or evidence relevant to the investigation by subpoena testificandum and subpoena duces tecum and to do such other acts necessary and incidental to the mandate to investigate said reported irregularities involving the Lipa City Market Project.

The Committee is also empowered to call upon and secure the assistance of any department, bureau, office, agency, or instrumentality of the government, including government-owned or controlled corporations in the performance of its duties and discharge of its functions.

The Committee shall convene not later than five (5) days from the issuance of this Memorandum Order.1aшphi1 It shall conduct the investigation in the most expeditious manner and terminate the same as soon as practicable.

The Committee shall submit its report and recommendation to the President.
