DIRECTING THE CONDUCT OF VALUES AND SKILLS ENHANCEMENT TRAINING FOR GOVERNMENT-EMPLOYED DRIVERS IN THE NATIONAL CAPITAL REGION

WHEREAS, mobility is a critical factor in socio-economic development;

WHEREAS, the National Capital Region constitutes the most dominant administrative area in the country;

WHEREAS, mobility in the National Capital Region is increasingly hampered by the worsening traffic situation in the area;

WHEREAS, traffic situation is dependent, among others, on the observance of traffic rules and proper road courtesy by drivers;

WHEREAS, government is pursuing a Moral Recovery Program to instill proper work ethics, values and discipline among Filipinos;

WHEREAS, government workers should serve as models in the observance of proper road ethics and traffic rules and regulations.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law do hereby order:

Section 1. All government-employed drivers of Departments, agencies, government-owned and controlled corporations, local government units and other government instrumentalities in the National Capital Region shall undergo Values and Skills Enhancement Training for Drivers.

Section 2. The Department of Transportation and Communications (DOTC) shall oversee the implementation and conduct of the training program. Specifically, the DOTC shall formulate a Work Plan containing the mechanisms and training schedules to ensure the smooth implementation of the program; tap other government agencies and, whenever necessary, private/civic organizations for the furtherance of the training program, subject to pertinent Civil Service Commission Rules and Regulations on training and to the usual accounting and auditing rules and regulations.

Section 3. The National Manpower and Youth Council is likewise mandated to conduct trade tests to the participants of the training.1aшphi1

Section 4. The Department of Transportation and Communications shall submit quarterly reports on the training activities and accomplishments of the program.

Section 5. This Memorandum Order shall take effect immediately.
