[ Memorandum Order No. 204, April 27, 1994 ]

CREATING AN EXECUTIVE COMMITTEE TO OVERSEE THE IMPLEMENTATION OF THE SHORT AND LONG-TERM MASTER PLANS FOR THE MT. MAKILING RESERVE AREA AND LAGUNA DE BAY COMMISSION

WHEREAS, the President has created the Mt. Makiling Reserve Area and Laguna de Bay Commission under Executive Order No. 121, s-1993, for the preservation and development of the Mt. Makiling Reserve Area and the Laguna de Bay and its Watershed Region as part of the government’s overall development framework;

WHEREAS, the timely implementation of these program plans and projects is crucial in ensuring the efficient and effective development of the Mt. Makiling and Laguna de Bay areas;

WHEREAS, there is a need for a dedicated body to oversee the implementation of these planned programs and projects and ensure their timely and effective completion;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. An Executive Committee (EXCOM) is hereby created to oversee the implementation of the programs and projects as identified by the Mt. Makiling Reserve Area and the Laguna de Bay Commission.1aшphi1

Section 2. Composition. The EXCOM shall be chaired by the Cabinet Officer for Regional Development for the Southern Tagalog Region (CORD-Region IV) with the Secretary of Environment and Natural Resources (DENR) as Co-Chairman and the following as members: Secretary of the Department of Agriculture, Director-General of the National Economic and Development Authority, and the Chancellor of the University of the Philippines at Los Baños. The UP at Los Baños shall be the EXCOM’s Secretariat.

Section 3. Terms of Reference. The EXCOM shall: a) ensure the proper and timely implementation of the Commission’s Action Plan and Master Plan; and b) facilitate the resolution of the issues and concerns affecting the timely and effective implementation of these projects.

Section 4. The EXCOM may call on any agency of the Government to effectively discharge its functions for the smooth implementation of these projects.

Section 5. Monthly reports on its activities and the status of the above projects shall be submitted by the EXCOM to the office of the President.

Section 6. The Executive Secretary shall issue the necessary implementing orders to carry out the provisions of this Memorandum Order.

Section 7. This Memorandum Order shall take effect immediately.
