CREATING AN EXECUTIVE COMMITTEE TO OVERSEE THE BOT IMPLEMENTATION OF SOLID WASTE MANAGEMENT PROJECTS FOR WASTE DISPOSAL SITES IN CARMONA (CAVITE) AND SAN MATEO (RIZAL)

WHEREAS, the Presidential Task Force on Waste Management has recommended the privatization, under the Build-Operate-Transfer (BOT) schemes, of the implementation of the solid waste management projects for the waste disposal sites in Carmona and San Mateo;

WHEREAS, the timely implementation of these projects is crucial in ensuring the efficient disposal of waste in Metro Manila under the Integrated National Solid Waste Management Systems Framework;

WHEREAS, there is a need for a dedicated body to oversee the implementation of these solid waste management projects to oversee their implementation and ensure their timely and effective completion;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order:

Section 1. An Executive Committee (EXCOM) is hereby created to oversee the implementation of the solid waste management projects for the waste disposal sites in Carmona and San Mateo.1aшphi1

Section 2. Composition. The EXCOM shall be chaired by the Cabinet Officer for Regional Development for the National Capitol Region (CORD-NCR) with the Chairman of the Metropolitan Manila Authority (MMA) as Co-Chairman and the following as members: Secretaries of the Department of Environment and Natural Resources, Department of Health, Department of Public Works and Highways, Department of Interior and Local Government, Head of the Presidential Management Staff, and Governors of Cavite and Rizal Provinces. The MMA shall be the EXCOM’s Secretariat.

Section 3. Terms of Reference. The EXCOM shall: a) recommend to the President the specific project to be implemented under the BOT scheme for both San Mateo and Carmona sites; b) oversee the implementation of these BOT waste management projects based on the Integrated National Solid Waste Management Systems Framework; and c) facilitate the resolution of the issues and concerns affecting the timely and effective implementation of these projects.

Section 4. The EXCOM may establish its technical committee, any appropriate system and mechanics, or call on other agencies of the Government to effectively discharge their functions for the smooth implementation of these projects.

Section 5. Regular reports on its activities and the status of the above projects shall be submitted by the EXCOM to the Office of the President.

Section 6. The Executive Secretary shall issue the necessary implementing orders to carry out the provisions of this Memorandum Order.

Section 7. This Memorandum Order shall take effect immediately.
