CREATING AN AD-HOC COMMITTEE TO INVESTIGATE THE CHARGES OF DRS. BONIFACIO FONTANILLA, TERESITA DE GUIA, CAMILO T. PORCIUNCULA AND ANNETTE P. BORROMEO AGAINST DR. ESPERANZA I. CABRAL, DIRECTOR, PHILIPPINE HEART CENTER

An Ad-Hoc Committee is hereby created to investigate the administrative charges of oppression and violation of civil service laws, rules and regulations filed by Drs. Bonifacio Fontanilla, Teresita De Guia, Camilo T. Porciuncula and Annette P. Borromeo against Dr. Esperanza I. Cabral, Director, Philippine Heart Center, to be composed of –

1. Undersecretary Jaime Z. Galvez Tan, Department of Health, as chairman;

2. Assistant Executive Secretary Renato Corona, Office of the President; and

3. Undersecretary Demetrio Demetria, Department of Justice, as members.

The Ad-Hoc Committee is hereby authorized to summon witnesses, administer oaths, or take testimony or evidence relevant to the investigation by subpoena ad testificandum and subpoena duces tecum, and to do such other acts necessary and incidental to its mandate to investigate said administrative charges, as well as other administrative cases that may be forwarded to it for investigation.ℒαwρhi৷

The Ad-Hoc Committee is also empowered to call upon and secure the assistance of any department, bureau, office, agency, or instrumentality of the government, including government-owned or controlled corporations, in the performance of its duties and discharge of its functions.

The Ad-Hoc Committee shall convene to conduct the investigation not earlier than five (5) days nor later than ten (10) days from the date of receipt of the respondents’ answer and terminate the same as soon as practicable from its first scheduled date of hearing.

The Ad-Hoc Committee shall submit its report and recommendation to the President.
