[ Memorandum Order No. 188, December 14, 1993 ]

DIRECTING THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT THRU THE OVERSIGHT COMMITTEE ON THE LOCAL GOVERNMENT CODE OF 1991 TO FORMULATE A MASTERPLAN ON THE IMPLEMENTATION OF THE LOCAL GOVERNMENT CODE

WHEREAS, the decentralization has modestly been set in place pursuant to RA 7160 otherwise known as the Local Government Code of 1991;

WHEREAS, the devolution or transfer of personnel and assets has been a difficult process during the first one and a half years of implementation of the Code;

WHEREAS, a coordinated effort is imperative to harmonize efforts from all sectors to sustain the gains towards decentralization as envisioned by the Local Government Code;

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby direct the Department of the Interior and Local Government thru the Oversight Committee to:

Formulate a master agenda for the implementation of the Local Government Code which will provide direction to carry out the lists of actions to be undertaken, the roles of the different agencies, LGU’s and NGO’s and to consider priorities and long term goals and to identify needed amendments to the Code.
