MALACAÑAN PALACE MANILA BY THE PRESIDENT OF THE PHILIPPINES [ Memorandum Order No. 165, August 27, 1993 ] Pursuant to the order of the President to investigate and review the lease contracts of all properties of the Philippine Sports Commission (PSC) particularly the ULTRA dormitories and offices, ULTRA Shape Center, Baguio City Training Camp, and the Rizal Memorial Sports Complex offices and facilities, as well as other reported anomalies in preceding administrations of the PSC, the following lawyers of this Office, namely, Attys. Ricardo S. Galing, Dioscoro A. Judan and Rizalino B. Abella are hereby constituted into an Investigation Committee to look into said transactions as part of the fact-finding duties of the Committee created under Memorandum Order No. 141, s. 1993. The Committee shall have the powers and prerogatives of an investigating committee under the Administrative Code of 1987, including the power to summon witnesses, administer oaths, or take testimony or evidence relevant to the investigation by subpoena ad testificandum and subpoena duces tecum.
