DESIGNATING THE SECRETARY OF AGRARIAN REFORM AS THE INVESTIGATING AUTHORITY IN THE ADMINISTRATIVE COMPLAINTS AGAINST SANTIAGO CATUBIG, ASSISTANT REGIONAL DIRECTOR, REGION 10, DEPARTMENT OF AGRARIAN REFORM

The Office of the President as Disciplining Authority over presidential appointees hereby designates the Secretary of Agrarian Reform as the Investigating Authority to investigate formally the administrative complaints of the Mayor and Vice Mayor of Baliangao, Misamis Occidental against Assistant Regional Director, Region 10, Department of Agrarian Reform. The Investigating Authority may assign an investigator to constitute an investigating committee within the Department of Agrarian Reform for this purpose.

The Investigating Authority shall have all the power and prerogatives of an investigating committee under the Administrative Code of 1987 including the power to summon witnesses, administer oath or take testimony or evidence relevant to the investigation by subpoena ad testificandum and subpoena duces tecum.

The Investigating Authority is hereby empowered to call upon and secure the assistance of any department, office, agency, or instrumentality of the government, including government-owned or controlled corporations, in the performance of its duties and discharge of its functions.

The Investigating Authority shall convene immediately, conduct the investigation in the most expeditious manner, and terminate the same within eighty (80) days from the date hereof.1aшphi1

The Investigating Authority shall within ten (10) days from the termination of the case, forward to the Office of the President the entire records of the case, together with the findings and recommendations, as well as the draft decision for the consideration of the President.
