CREATING A COMMITTEE TO INVESTIGATE THE ALLEGED IRREGULARITIES IN THE SALE BY THE PRESIDENTIAL MANAGEMENT STAFF OF PORTIONS OF THE DOMINICAN HILL PROPERTY ON 8 APRIL 1992 AND 1 JULY 1992

A Committee is hereby created to investigate certain alleged irregularities attending the sale of portions of the Dominican Hill property in Baguio City by the Presidential Management Staff (PMS) to the Home Insurance Guaranty Corporation (HIGC) for subsequent distribution to the members of the United Residents of Dominican Hill, Inc. and 11501 Association, Inc., through separate Deeds of Sale dated 8 April 1992 and 1 July 1992, respectively. The Committee shall be composed of:

The Committee shall have all the powers and prerogatives of an investigating committee under the Administrative Code of 1987 including the power to summon witnesses, administer oaths or take testimony or evidence relevant to the investigation by subpoena ad testificandum and subpoena duces tecum.

The Committee is hereby empowered to call upon and secure the assistance of any department, office, agency, or instrumentality of the government, including government-owned or controlled corporations, in the performance of its duties and the discharge of its functions.

The Committee shall convene immediately, conduct the investigation in the most expeditious manner, and terminate the same as soon as practicable from its first scheduled date of hearing.1aшphi1

The Committee shall submit its report and recommendations to the President.

This Memorandum Order shall take effect immediately.
