[ Memorandum Order No. 124, May 3, 1993 ]

DIRECTING ALL CONCERNED LOCAL GOVERNMENT EXECUTIVES TO PROVIDE FULL SUPPORT TO THE GRAINS PRODUCTION ENHANCEMENT PROGRAM OF THE DEPARTMENT OF AGRICULTURE

WHEREAS, rice and corn constitute essential components of the food security of the country;

WHEREAS, it is imperative that rice and corn production be increased and sustained at levels adequate to meet the country’s food security requirements;

WHEREAS, a most effective way of increasing and sustaining rice and corn production at desired levels is to ensure the profitability of rice and corn farmers;

WHEREAS, in pursuit of these considerations, the Department of Agriculture will be implementing a five-year Grains Production Enhancement Program (GPEP) from 1993 to 1998;

WHEREAS, Republic Act No. 7160, otherwise known as the Local Government Code of 1991, has devolved the extension services function of the Department of Agriculture and transferred its corresponding personnel, assets, liabilities and facilities to the Local Government Units; and

WHEREAS, the implementation of the GPEP will require the services of the devolved agricultural extension services.

NOW, THEREFORE, I, FIDEL V. RAMOS, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby direct all concerned Local Government Executives to:

1. Mobilize support for the effective and efficient implementation of the GPEP in accordance with the guidelines set forth by the Department of Agriculture.

2. Supervise the implementation of the GPEP in their respective areas of jurisdiction and ensure a cooperative environment for its smooth implementation.

3. Make available and deploy their agricultural extension workers to provide the necessary technical assistance to the farmer-beneficiaries.1aшphi1
