DIRECTING THE CITY AND MUNICIPAL TREASURERS OF THE CITIES OF MANILA, QUEZON, PASAY AND CALOOCAN AND THE MUNICIPALITIES OF MAKATI, MANDALUYONG, SAN JUAN, LAS PIÑAS, MALABON, NAVOTAS, PASIG, PATEROS, PARAÑAQUE, MARIKINA, MUNTINLUPA, TAGUIG AND VALENZUELA, TO OBSERVE STRICT COMPLIANCE OF SECTION 7, EXECUTIVE ORDER NO. 392, DATED JANUARY 9, 1990

The Metropolitan Manila Authority (MMA) report, as of December 31, 1992, revealed the serious financial constraints of the MMA, which have immensely contributed to the inadequacy of the delivery of basic urban services, delayed payment of obligations to contractors and suppliers, demoralization of the rank and file on account of MMA’s inability to remit GSIS contributions, suspended loan benefits and occasional delay in the payment of salaries and other personnel benefits.

One of the reasons for this shortfall, is the delayed and/or non-remittance by the LGU’s of the statutory contribution and other obligations due MMA, which as of December 31, 1992, total around P655 M.ℒαwρhi৷

In order to help alleviate the situation, the City and Municipal Treasurers of the LGU’s comprising the MMA are hereby enjoined to immediately update their remittances to the MMA, and thereafter religiously remit their obligations to the MMA within the first thirty (30) days following the end of each month, as mandated by Section 7, of Executive Order No. 392, dated January 9, 1990.
