EXECUTIVE ORDER NO. 395 February 20, 1990

ESTABLISHING THE PRESIDENT'S ANNUAL SUMMER YOUTH PROGRAM, PROVIDING FOR THE COMPONENTS THEREOF, AND CREATING A STEERING COMMITTEE FOR THE PURPOSE

WHEREAS, in view of the success of the President's 1989 Summer Youth Program, launched through Proclamation No. 287, series of 1989, there is a need to make the Program an annual undertaking;

WHEREAS, to ensure the continued success of the Program, it is imperative to provide the mechanisms therefore and to create a Steering Committee for the purpose;

NOW, THEREFORE, I, CORAZON C. AQUINO, President of the Philippines, by virtue of the powers vested in me by the law, do hereby order:

Sec. 1. The Program. There is hereby established the President's Annual Summer Youth Program hereinafter referred to as the Program, to be implemented during the months of March to June of every year.

The Program shall involve Filipino youth between the ages of 15 to 24 years.

Sec. 2. Program Components. The Program shall have five (5) components, as follows:

a. Government Internship Program (GIP). The GIP shall seek to initiate its youth participants into public service by involving them with government programs and projects, through the various departments and agencies. The implementation of the program component shall be coordinated by the Civil Service Commission (CSC).

b. Summer Work Appreciation Program for Students (SWAPS). The SWAPS shall develop the values of work appreciation and ethics among college and high school students by providing them with apprenticeship and actual work opportunities in private establishments. The Program shall involve various private sector groups and employers federation and shall be coordinated by the Department of Labor and Employment (DOLE).

c. Program on Culture and Arts. The program shall provide the youth opportunities to develop appreciation and knowledge of Philippine culture and history. Program implementation shall be jointly undertaken by the Department of Tourism (DOT) and the Department of Education, Culture and Sports (DECS).

d. Sports Program. The program shall provide training and instruction on various popular sports, for the enhancement of the physical well-being of participating youth. Program coordination shall be undertaken by the Department of Local Government (DLG).

e. Immersion and Outreach Program (IOP). The IOP aims to instill in the youth a sense of community service and volunteerism for the less privileged sectors of the society. The Department of Social Welfare and Development (DSWD) shall be the lead agency in the implementation of this program.

Sec. 3. Program Component Coordinators. The Committee shall designate a Program Component Coordinator for each of the Program's components.

Each Program Component Coordinator shall perform the following functions and responsibilities:

a) Facilitate and coordinate the implementation and monitoring of their respective program component.

b) Formulate the objectives, mechanisms and annual targets of their respective program component, subject to the approval of the concerned agency head;

c) Prepare and submit regular reports to the Program Secretariat on the status of implementation of the Program component; and

d) Call on the assistance and support of any government agency or instrumentality, and non-government or private sector organizations on the pursuance of the objectives of the Program component.

Sec. 4. The Steering Committee. There is hereby created the Program's Steering Committee, hereinafter referred to as the Committee, composed of the following:

a. Presidential Coordinating Secretary for Human Resources and Public Welfare - Adviser

b. Chairman, Civil Service Commission - Chairman

c. Cabinet Secretary - Co-Chairman

d. Secretary, Department of Education, Culture and Sports - Member

e. Secretary, Department of Labor and Employment - Member

f. Secretary, Department of Local Government - Member

g. Secretary, Department of Tourism - Member

h. Secretary, Department of Social Welfare and Development - Member

i. Director General, Philippine Information Agency - Member

The Committee members may designate their permanent representatives in case of their inability to participate personally in the work of the Committee.

Sec. 5. Functions and Responsibilities of the Committee. The Committee shall have the following functions and responsibilities:

a. Oversee the implementation of the Program;

b. Review and evaluate the implementation of the various components of the Program;

c. Solicit and receive the support and contribution for the purposes of the Program;

d. Call upon any government department or agency for the necessary assistance and support for the Program;

e. Prepare and submit a regular report and assessment of the Program with recommendations to the President, within the third quarter of every year of implementation of the Program.

f. Perform such other functions as may be assigned by the President.

Sec. 6. Program Secretariat. The Chief Executive Officer of the Presidential Council on Youth Affairs (PCYA) is hereby directed to provide a Secretariat for the Committee. The Secretariat shall provide technical and administrative support to the Committee, and perform such other functions as may be assigned to it by the Committee.

The Chief Executive Officer of the PCYA shall also act as the Overall Program Coordinator for the Program.

Sec. 7. Funding. The Department of Budget and Management (DBM) is hereby directed to set aside from the Contingent Fund or from any appropriated lump-sum fund authorized in the CY 1990 General Appropriations Act the amount of P500,000.00 to cover the administrative and operational requirements of the Program, the Committee and the Secretariat. Thereafter, the amount as may be necessary for the Program for the succeeding years shall be included in the budget proposal submitted to the Congress.

Sec. 8. Effectivity. This Executive Order shall take effect immediately.
