TO: THE COURT OF APPEALS, REGIONAL TRIAL COURT, SHARI'A DISTRICT COURT, METROPOLITAN TRIAL COURT, MUNICIPAL TRIAL COURT IN CITIES, MUNICIPAL TRIAL COURT, MUNICIPAL CIRCUIT TRIAL COURT AND SHARI'A CIRCUIT COURT

SUBJECT: EXPEDITIOUS DISPOSITION OF CASES INVOLVING TOURISTS

For the information and guidance of all concerned, reproduced herein below is General order No. 39 of the President of the Philippines, Ferdinand E. Marcos, dated September 19, 1973, to wit:

GENERAL ORDER NO. 39

AMENDING GENERAL ORDER NO 12 DATED SEPTEMBER 30, 1972, BY GIVING MILITARY TRIBUNALS CONCURRENT JURISDICTION OVER CRIMES COMMITTED AGAINST TOURISTS AND TRANSIENTS.

General order No. 12 dated September 30, 1972, as amended, is further amended by adding the following provisions:

23. Crimes where the offended party is a tourist or a transient.

The civil courts shall have concurrent jurisdiction with the military tribunals over the said crimes, provided that civil courts shall dispose of such cases within 24 hours after the filing thereof by the arresting officers. The court or tribunal that first assumes jurisdiction shall exercise jurisdiction to the exclusion of all others.

Done in the City of Manila, this 19th day of September in the year of Our Lord, nineteen hundred and seventy three.
