RESOLUTION No. 6391

IN THE MATTER OF THE EXTENSION OF FILING OF APPLICATIONS FOR REGISTRATION OF VOTERS AND TRANSFER OF REGISTRATION RECORDS AND THE RESUMPTION OF THE VALIDATION OF REGISTRATION RECORDS

Promulgated: 28 October 2003

WHEREAS, on 13 August 2003, the Commission promulgated Resolution No. 6294 resetting the applications for registration of voters and transfer of registration records until October 31, 2003;

WHEREAS, the Commission promulgated Resolution No. 6378 on 21 October 2003, suspending the validation of voters in areas where the Data Capturing Machines (DCMs) are deployed effective immediately and to resume on November 2, 2003;

WHEREAS, all COMELEC offices will be closed on October 31 (Friday), November 1 (Saturday) and November 2 (Sunday), 2003;

WHEREAS, there is a need to give ample time to qualified Filipino citizens registering for the first time and those applying for transfer of their registration records;

NOW THEREFORE, the Commission RESOLVED, as it hereby RESOLVES, as follows:

To close all COMELEC offices on October 31 (Friday), November 1 (Saturday) and November 2 (Sunday), 2003 and to resume office on November 3, 2003;

To extend the filing of applications for registration of voters, transfer of registration records, change of name, correction of entries and reactivation of registration until November 9, 2003, except in areas where general registration were conducted i.e. ARMM; Lapu-Lapu City, Cebu; Jaen, Nueva Ecija; and Tangkal, Lanao del Norte; lªvvph¡1.ñét

To amend the date of resumption of the validation of voters from November 2, 2003 to November 3, 2003 until December 12, 2003. However, in areas where there are still many prospective first-time registrants, the Election Officers shall give priority to these new registrants.

In the meantime, pending the petition to annul the list of voters in Binan and Calamba City, both in Laguna, registration and validation of voters are also suspended.

Let the Election and Barangay Affairs Department implement this Resolution and the Education and Information Department publish the same in two (2) newspapers of general circulation.
