RESOLUTION No. 5912

SUSPENSION OF THE REGISTRATION OF VOTERS

Promulgated: 15 January 2003

WHEREAS, the Commission on Elections (COMELEC), in line with its mandate to preserve the integrity of the permanent list of voters and as part of its modernization program, will soon conduct a nationwide validation of voters' registration.

WHEREAS, as part of the preparation for the said validation and to insure effective implementation of the validation process, it is the consensus of the Commission to temporarily suspend the:

(1) filing of applications for registration of voters and transfer of registration records; and

(2) the processing of pending applications for registration of voters and transfer of registration records.

NOW, THEREFORE, the Commission, by virtue of the powers vested in it by the Constitution of the Republic of the Philippines, the Omnibus Election Code and other related laws, RESOLVED to:

1. Temporarily suspend, until further orders from the Commission, the:

(1) filing of applications for registration of voters; and transfer of registration records; and

(2) the processing of pending applications for registration of voters and transfer of registration records;

2. Temporarily suspend the quarterly meetings, including the January 20, 2003 meeting, of the Election Registration Boards until further notice;

3. Direct all Election Officers to notify all those with pending applications for registration, including pending applications for transfer of registration records, of the suspension of registration.
